But who defines what is 'good grafitti' and what is 'bad grafitti'?   As with who decides what buildings should be preserved and what demolished?  There are many churches and chapels that could be demolished and the land used for modern housing, instead of concreting over farm fields.   Of course, it would reduce the number of place to be explored!
