I'm wondering about how to get in touch with others who have been or live in a country I'm going to visit this Spring. What's the best way to reach out to specific people? Thanks!

Do you mean through this site?
If you search for reports from that country using the search bar at the top, you will notice the same explorers coming up time and time again. Often they will have a location next to their name. If they live in that country...bingo! You need to have a few more posts to be able to contact someone tho.
If you mean in general, you could start with a blanket search like "Hungary Urbex" which might bring up a forum specific to that country, or websites / FlickR groups from that country, etc.
