This is a flour mill in the Marquette Lez Lille commune of Lille in northern France. It was built in 1921 and ceased operations in 1989. More information is to be found here.
You have to be very careful when there. Either there are holes in the floors, or the floor is , as it were, just holes (image 12). The basement is flooded. While there, I heard footsteps of a single other person.
As you can see, the floor design was inspired by the Belgian waffle.
