The interior of the controller suggests there were several 'notches' between off and full power, so that the speed of whatever it controlled could be set quite precisely.  Rather than the BR diesels, it reminded me of tram controllers and those on the Southern Electric thrird-rail trains in SR and BR days.  They would throw out if overloaded by notching up too quickly.
